The American Taxpayer Relief Act of 2012 was signed into law on January 2, 2013. As many of you know the backup withholding rate was scheduled to increase from 28% to 31% on Jan. 1, 2013 if Congress did not act to keep the income tax rates at the levels they have been since 2001.
