Form 1099/1042-S Enforcement Budget Greater Percentage of IRS Expenditures Than Ever Before!

The IRS National Taxpayer Advocate released it's mid-year report to Congress. If you are in Accounts Payable or Tax it is not a pretty picture. This upcoming filing season could be the most brutal yet.

That's because the mid-year report shows that though the IRS budget has been cut twenty percent since fiscal year 2010 (after adjusting for inflation) enforcement is way up - even as the expense of other previously core IRS functions. More than 60 percent of the IRS budget is directed at enforcement activities, meaning 1099/1042-S related penalties and audits have hardly been impacted by larger budget cuts.

To achieve this not only is enforcement a record part of the IRS budget, but assistance for those professionals having 1099/1042-S compliance and filing related questions has dropped to a mere four percent of the IRS budget (and this includes assistance for taxpayers like you and I with 1040 and other such individual level filing questions). What's more, the report also mentions that for FY2018 the IRS is anticipating only being able to answer just over one third of taxpayer calls seeking assistance. Moreover,the IRS has continued a policy began in 2014 sharply limiting the authority of IRS employees to answer tax law questions. In fact, IRS employees are restricted to answering "basic questions" during the filing season and can't answer any tax law questions outside of the filing season.
